Abstract:

The Performance Concept is based on an expression of user needs comprised of underlying aims of the activities which can lead to their fulfilment. Four basic user needs are identified - technical, physiological, psychological and social. These are manifest as safety, health, comfort, and economic requirements. The performance concept requires that these be stated in quantifiable and measurable terms.
