Abstract:

The New York City Dept for the Aging's Home Care Project (HCP) is a pilot program providing health care & other services to housebound & chronically ill elderly residents in 4 areas of the city; HCP served 35,000 Medicaid recipients in 1981. Questionnaire data showed that a sample of HCP recipients (N = 504) averaged hospitalization stays of 17.3 days per year, compared to 23.4 days for a control group (N = 200). HCP clients received medical & homemaker services, facilitating their return home. Although the HCP project has been a success, it has been able to meet the needs of only a small portion of New York's elderly.
