Although the core of societal preparation for population aging in Japan is generally considered to be the expanded services for the disabled, gerontological studies show that the prevalence of disability is low & decreasing. In 1994, the metropolitan Tokyo government organized a task force to develop a new health education program as a preventive health service for healthy urban elderly. Their preliminary plan is outlined, & it seems adequate to meet the needs for preventive health services at least in the near future.
