Abstract:

This chapter focuses on the way that home ownership serves to accumulate economic advantage early in life and to convert it to finacial security in old age. It examines how housing attainment in old age depends critically on employment oppotunities during the working years. In turn, standards of living after retirement are shown later to be determined by welath especially equity in owner occupied housing as much as by income. A review of income and housing policy demonstrates that government accentuates thes inquities. Significant changes in pension and taxation policy are recommended to redistribute resources between the aged.
