Abstract:

This paper presents a critique of arguments that have been made in favour of the private rental market as the best supplier of affordable housing for people on low incomes. It provides arguments in favour of a mixed-economy model of housing assistance - one that provides adequate rental assistance and direct supply of low-income rental housing leading to an expansion of the social housing sector (public and community housing).
