Abstract:

The job dissatisfaction of service providers in the field of aging is explored, & the policy sources of such dissatisfactions are isolated. The 35 workers interviewed identified four major areas of complaint about their jobs: lack of resources, agency problems, mandates & regulations, & client characteristics. It is argued that these problems are associated with specific characteristics of policies. These characteristics include the symbolic nature of legislation, policy ambiguity, universal entitlement, & calculated fragmentation. Whether policy changes should be made to alleviate worker dissatisfactions is discussed.
