Abstract:

This chapter discusses the normalisation principle and its implementation in community based facilities. Few facilities exist for severely handicapped people, retarded children and for those with severe behaviour problems. To help these people live as normal a life as possible the obstacles have to be overcome. This can be done by creating new planning and management processes on the local, state and national levels, that is, processes that will produce high quality community facilities for the full range of handicapped people.
