Abstract:

Under Title III of the 1973 Older American Act, over 500 Area Agencies on Aging (AAAs) were established for the purpose of planning & coordinating services for the elderly. Critics claim that these agencies are doomed to failure because they do not control the budgets for services for the elderly. Models & numerical examples are provided & analyzed for area agencies with complete budget control & with no control. It is shown that a more crucial factor is meaningful planning information. Given this, AAAs can be effective as centers of information & analysis, either with or without budget control.
