Abstract:

Explores the link between care & housing in the Netherlands, highlighting a new policy perspective that considers aging as development rather than decline. Historical analysis of Dutch elderly housing, WWII to the present, shows how home care gradually replaced institutionalization & how government involvement has diminished. It is argued that, as the elderly population increases, the relationship between housing & care provision must be reestablished through construction of care homes that promote autonomy but provide readily available health services. Challenges of policy revision, changing welfare perspectives, organization, & financing are discussed.
