Abstract:

Building on previous research that surveyed the current housing situation in Singapore & reviewed the Home Equity Conversion Scheme (HECS), creative housing finance schemes (CHFSs) are discussed in light of the socioeconomic & cultural parameters coexisting in Singapore. CHFSs seek to resolve the housing/finance predicament of the elderly who move or want to move into a new house, whereas the HECS attempts to solve the problems for the elderly who stay put. It is argued that saleability of the elderly's homes is the main impediment to the successful implementation of HECS & CHFS, & the problem could be resolved through government intervention.
