This chapter focuses on housing issues from the perspective that housing is an essential element of community care. However, the emphasis of the chapter is not solely on the politics of what is usually called 'special needs' housing, but will include a consideration of much broader issues such is the meaning of home and the impact of general housing policies upon frail elderly and disabled people.
