This article presents findings from a US study in which the cost implications of anticipated behavioral responses, for example caregiver substitution, were estimated. The study was based on the 1982 National Long-Term Care Survey of disabled, noninstitutionalized elderly persons.The results demonstrate that anticipated behavioral responses in 1990 would have added between $1.8 and $2.7 billion dollars to the cost of public home care program. Results from a variety of cost simulations are presented, with a discussion of policy implications of the findings.
