An examination of the impact of governmental decentralization on state-implemented & administered health & social service programs. The objectives of the decentralization of Medicaid are briefly reviewed. A case study of the Medicaid program in Kansas is undertaken on the basis of questionnaire data from 116 of the 185 persons employed by the Kansas Dept of Social & Rehabilitative Services to implement a program of home- & community-based services. The findings of Gary Nelson ("Social Services to the Urban and Rural Aged: The Experience of Area Agencies on Aging," The Gerontologist, 20, 2, 200-207) are also briefly reviewed. The withdrawal of federal resources has significantly reduced the ability of programs to serve the needs of the elderly, though decentralized administration of adequate resources could be a promising alternative.
