The balance of the rights of the child with a disability and the rights of the parent is considered in this article which addresses the tensions which are inherent in the relationships between people with a disability, carers, services and public policy. The shift from funding around programs to funding around people is discussed in relation to programs such as the Home and Community Care Program, the Respite Care Program, and the Disability Services Program. Support for carers is examined with reference to income support, supported accommodation, sources of funding for disability services, early intervention, the rights of carers as well as the rights of people with a disability. The need for partnerships between government and private providers, funders, people with disabilities, carers, families and other community members is emphasised.
