Some problems with Pennsylvania long-term-care system are outlined, & a new framework for financing, coordinating, & providing services is proposed. The current system is seen to lack a proper financial base due to its reliance on Medicare & Medicaid. Moreover, no provision is made for preventive measures or the use of lower cost home-based services. A system based on long-term block grants, community-level distribution, & case-managed benefit distribution is proposed as a viable alternative. Such a program could eliminate the large administrative expenditures associated with Medicare/Medicaid-based health care plans.
