The first part of this paper draws out the distinctiveness of Australian urban development and the Australian welfare state. The second section defines Holdenist suburbia and identifies the seeds of contemporary urban poverty in Australia.The third section introduces one such Holdenist suburb - Newtown and compares the income, housing and employment situation of Newtownites in the 1960s and 1990s. Analysis of this data shows how aspects of economic restructuring and state intervention have forged Newtown as a site of urban poverty.
