This paper discusses the current system of the Commonwealth home support programmes including the strengths and challenges. It outlines key directions for the Commonwealth Home Support Programme including reform directions underpinning its design. Funding arrangements and sector support and development are discussed as key to the design of the programme also. The final section looks beyond 2015 drawing attention to issues that will require longer term consideration.
