This manual was prepared to provide practical assistance to Local Governments developing disability service plans as required under the State Disability Services Act (1993) and will assist with the development of an action plan under the Commonwealth Disability Discrimintaion Act (1992). The manual also incorporates information from a variety of existing publications.
