Abstract:

In the draft report released by the Productivity Commission in February 2011, an entirely new model for providing support and services for people with a disability is proposed. The report described the current disability support system as underfunded, fragmented, and inefficient and giving little choice or certainty to people with disability. The Commission is also recommending two schemes to address the major issues: the National Disability Insurance Scheme to ensure long-term care and support for people with significant disabilities, and another scheme to cover people's lifetime care and support needs if they acquired a catastrophic injury from any accident. In addition, the Commission proposes a new body, the National Disability Insurance Agency, to oversee the new system.
