Abstract:

Examines recent trends in decentralization & implications for aging policy in the Clinton administration. It is noted that the degree of flexibility varies with the policy area being analyzed - eg, housing, transportation, health & social services. It is suggested that a dual-centered, shared federal-state solution may provide the best approach to the primary issue in aging policy today - ie, long-term care.
