Abstract:

Social housing under the Howard Federal Coalition Government has become "welfare housing" due to a systematic attempt to diminish the systems of public and community housing to a residual welfare-based model. State intitiated reforms in Victoria also threaten the future of public housing (removal of security of tenure in public housing, segmenting waiting lists, increasing rents to 25% of household income, up from 20%, restricting eligibility). These measures have resulted in less security of tenure, greater concentrations of disadvantage in increased rents, hitting the poorest sectors of the population hardest.
