Abstract:

Presents the recommendations of a 2-year research project sponsored jointly by the Institute for Bioethics (Maastricht, Netherlands) & the Hastings Center (Briarcliff Manor, N.Y.) regarding issues surrounding the allocation of increasingly scarce social & health care resources to the growing population of elderly. The substantial growth in social costs needed to maintain the health & welfare of aging individuals is documented, & moral problems inherent in the care of the elderly & in resource distribution are addressed. It is suggested that resources be directed at reducing illness & disability rather than on high-technology solutions aimed at increasing lifespan or resolving acute conditions. Intergenerational reciprocity needs to be maintained by recognizing that the elderly are entitled to a share of societal resources because of their previous contributions to society. New dynamics are needed in informal care situations where family members may need subsidized services or extended work leave to care for elderly relatives. It is also recommended that the elderly organize politically to influence government decisions on the distribution of health & welfare resources.
