Abstract:

Discusses the relatively new phenomenon of studying the oldest-old & their considerable policy-related needs. Gender, income, & health considerations are described as dimensions of diversity among the oldest-old. Current public policy & public debate related to age-based programs & long-term care programs are overviewed. It is concluded that while age-based programs have improved the aggregate well-being of older people, they do not adequately address the considerable differences that exist within the aging population. It is suggested that politically the best way to achieve social insurance is through a functionally based, not age-based, program.
