Seeking a strategy for improving allocation decisions concerning services for the elderly, two research tools-Delphi & magnitude estimation-were combined to identify the perceptions of key decisionmakers about the variable service needs of different risk groups. Questionnaire Rs were 55 providers of services, elected public officials, & members of area agency councils on aging in 3 southern Fla counties (1 rural, 1 urban, & 1 mixed). They were asked to assess the needs of the elderly, dividing them into 3 groups: high, moderate, or low risk of institutionalization due to health, financial, social, or other problems. After receiving feedback on means & "range of agreement" scores on Part I of the survey instrument, Rs were asked to consider this information when completing Part II. Results indicate that such distinctions can be made & can provide the basis for improving several aspects of the allocation process.
