Dr. Ratzka examines macro solutions to building a barrier-free environment, thus extending human and civil rights to people with disabilities. In this paper he discusses various studies carried out in the United States, France, Sweden and Singapore which put the additional costs of accessible construction in relation to the benefits that can be expected from barrier-free environments. He makes a few observations on the topic of costs, expected benefits and the politics of accessibility.
