Report: Towards best-practice access to services for culturally and linguistically diverse people with a disability

The Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability wants to identify safeguards and good practice in terms of providing access to appropriate accessible services for people with disability from culturally and linguistically diverse (CALD) backgrounds.

The Royal Commission funded UNSW Sydney and the National Ethnic Disability Alliance (NEDA) to identify characteristics of good practice, using a desk top study of evidence and practice, and through consultations with key stakeholders.

The project focused on four sectors:

  1. Justice
  2. Disability services
  3. Education
  4. Settlement services

This research found that many organisations have policies or programs to support inclusion of people with disability and also people from CALD backgrounds, but these policies often do not intersect, nor do they intersect with other initiatives around inclusion. Further, implementation of these policies is often patchy and they are often not adequately monitored or evaluated.
