Application of AS1428.1

AS1428.1 is an Australian Standard that outlines design requirements for access and mobility in public buildings. It ensures spaces are accessible for people with disabilities. However, it does not apply to private homes—including Class 1 (houses, townhouses, duplexes) and Class 2 (apartments) dwellings—because it is intended for public access areas, not private residential settings.

 

Livable Housing Design Standards

The Livable Housing Design Standards provide guidance for making new homes safer and easier to live in for all people, including older adults and people with disability. These standards are now being legislated for new builds in most Australian states, but do not apply to existing homes or retrofits unless required by specific funding or policy.

 

Private Home Modifications

When modifying existing homes, AS1428.1 generally does not apply, and the Livable Housing Guidelines are optional. Instead, good practice focuses on universal design principles—like step-free entry, wider doorways, and reinforced bathroom walls—which can greatly improve safety, independence, and aging in place without the cost or complexity of meeting full commercial standards.
