Coatings for external handrails

Does anyone use a particular product to coat external handrails (that are either in settings of full sun or extreme cold) to reduce touch temperature discomfort and rail use avoidance ?  

I'd appreciate all feedback: name of product(s), pros and cons etc

We have many customers asking for powder coated finishes for their exterior rails, as it is a lot cooler to the touch in summer and a lot warmer to the touch in winter.
